Hunter, Melanie,and I will be there around 5:30 depending on traffic. Beaverton vomits up all it's cars about 3 and it keeps going.

What's the easiest way to get from PDX to this area of town? If I take an Uber am I going to get stuck in traffic? Is there an easy to use transit system I can take advantage of?

It'll be traffic-y, but it's still probably best. There is a Max light rail at the airport, but you'd need a transfer + walking to get to the hotel. Uber prob best.

Yes, you can take MAX Red Line from the airport and catch the number 77 bus from the Rose Quarter.

I believe the streetcar also runs up 23rd avenue and you can catch that downtown; the Red Line MAX runs downtown as well.
