There are a couple things going on here.
First, when we go to the nssf site, we never see the word "lead." We see "traditional ammunition." As soon as someone has to change the name of the thing being discussed, you know they have a weak case.
Second, there are no teeth to the order. Check it out: lots of encouragement. No bans. What it does is to "establish procedures and a timeline for expanding the use of nontoxic ammunition and fishing tackle". By Jan 2022, you have to be using non toxic bullets. The Act wants to help states expand the use of non toxic ammo. And if nothing is done, the whole thing expires in 2018. OH, hurt me.
So, kiddies, don't set your hair alight just yet.
Commentary:
Only a doofus would deny that lead is toxic. If you're a good enough shot and you stalk correctly, you're going to fire one bullet. Now, practice is necessary, but you get to use less expensive ammo to practice. Then you use three expensive bullets to reset your scope. You make notes.
Quitchyer whinnin', folks of the "traditional" hunting bullet. It's not necessary to use lead. You can. But it's not necessary. Those extra sixteen bucks a year you'll spend on those few copper bullets is a drop in the bucket. Use two stone sinkers instead of one lead one, eh.
That being said, folks will cry "freedom." Yeah. You've been free up until now to poison non-retrieved game and to poison carrion birds. You've been free to sprinkle America's waterways with leetle lead balls. That means you've been free, up until now, to plague future generations with toxic land. Not cool.
Make the change. It's not that expensive, and it's good karma. Unless you're all about sprinkling lead dust on your Wheaties every morning, you know you have to make the change.
On the other side of the coin, if nothing is done, the Act will expire. Yet during that time it is possible shooting lead ammo on some public lands will be banned. If nothing is done. Note language in the Act showing it can be revoked.
I think this was a feel good thing, signifying nothing.
