So if the Surgeon General's job is so watered down, why did the NRA even care about Murthy's nomination?

For the same reason most people here would care about it if the nominee was someone claiming that homosexuality can be cured.

Actually, strike that, a much better analogy would be if someone nominated to the office claimed that Islam was a public health crisis.
