Quality budget scope for a quality budget combo?

This is what I've come up after a relatively brief bit of research:

The scope I'll be mounting on the rifle is a Burris 3-9x40mm Fullfield II. I would like to use the spotting scope to see a target hit with a .308 out to 200 yards at the very least. It would be nice to see a target out to 300 yards. At some point. In the future. When I miss less.

Get one that is cell phone compatable.

You attach the scope to the cell phone camera and you look at the screen instead of peeping through the lens. It sounds stupid, but it rocks.
