What kind of a wingnut carries a gun into an airport without all the details being taken care of? Charge him with criminal stupidity and make sure his helmet comes with extra padding.

Despite the fact that it's legal to fly with firearms, unloaded, in checked luggage, as soon as you pick up your luggage in baggage claim in both New York and New Jersey (and while you are transporting it to check it) you are committing a felony, in both states. Both states are really super-nasty about that.
