Shots were also fired at nearby buildings that house businesses unrelated to ICE operations, according to an FBI statement.
Previous reports including from local affiliate NBC 4 San Antonio had indicated a suspect had been taken into custody, but the FBI denied that was the case. The news report has been updated with the new information.
The FBI is processing the scenes and reviewing surveillance video.
"These shootings were cowardly, brazen, violent acts, absolutely without justification and a threat to our entire community," said FBI Special Agent in Charge Christopher Combs in the statement.
"An attempt to attack federal employees is a federal crime with serious consequences," he added. "The FBI will relentlessly pursue every lead in this case to find the individuals who are responsible."
ICE's San Antonio Enforcement and Removal Operations Field Office Director Daniel Bible said in a statement to The Hill that such incidents are encouraged by "political rhetoric and misinformation.".
"This attack at the U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) Field Office in San Antonio is completely without justification,” Bible said. “Political rhetoric and misinformation that various politicians, media outlets and activist groups recklessly disseminate to the American people regarding the ICE mission only serve to further encourage these violent acts."
